The "Pathways to Open Access" Toolkit

Despite almost two decades of effort by the open access movement to transform scholarly publishing to an open access (OA) model, 80% of journal literature is still published behind a paywall. In order to break down the remaining access barriers on a sizeable scale, we subscribers need to make concerted efforts to repurpose our subscription spending on sustainable OA publishing models. In 2017, a working group from the University of California Libraries undertook a comprehensive analysis of the multitude of approaches and strategies for advancing the large-scale transition of scholarly publishing to open access. The resulting Pathways to OA toolkit which we recently released maps out the various approaches (green, gold-APC and gold-non APC), explores the strategies within, and recommends possible next steps for the UC Libraries. The toolkit is designed to provide the UC and other libraries information and analysis to guide their decisions on which OA strategies to pursue both at the campus level and collectively. In this presentation I will discuss our group’s process for examining these strategies, as well as next steps our libraries are both pursuing and considering pursuing in order to achieve an OA transition.
